How do I make it so when when I install Windows, I'll have a custom picture in my start menu to the left of the users name?

stored on %APPDATA%\Microsoft\User Account Pictures\%USERPROFILE%.bmp.
simply place a 48x48 bmp picture on the %APPDATA%\Microsoft\User Account Pictures\ folder, named as your userprofile.

if your profile it's troycicle: create a new self extracting archive to be extracted on the folder %APPDATA%\Microsoft\User Account Pictures\ with a 48x48 bmp file named troycicle.bmp
