The best possible thing is to convert the image you want to an icon.

Pick up any image-editing itility - even MS-Paint will do.

Set up a square workspace - like 400x400 pixels or something. Draw, copy/paste, do whatever you want, and make your icon as you think it should look. Then, just open the .BMP using irfanview and resize to how big your icon should be (48x48, or 32x32, or 16.16 - depends on the purpose of your icon). IrfanView can save it after resizing as an icon - save with a .ICO extension.

If this is not sufficient, just google for what you want - searching for

ico edit make download

should give thousands of freeware Icon-editing/making utilities.

Axialis IconWorkshop is awesome for creating icons. I highly recommend it.

When you import an image (I generally make my icons at 500x500 in Photoshop), you select the area you want to import then hit "I", select the different sizes and formats (128x128 to 16x16, 32bit(XP)? to mono) and save it.

Can't be simpler than that.
