Ok, there is no need to threat me, I know the board rules and I intend to follow them.

I'm talking about the wizard that appears after the installation, on the first boot. The getting started wizard which allows a registration with Microsoft, creation of users and activation (non-corp versions).

Am I clear now?

No, you still haven't said what you want to do with it :) It's called OOBE, so searching for that will give you enough info I think.

It resides in the system32 folder on your HD and the same folder in i386. Make sure you don't sneeze if you go into system32.

Sometimes you can bypass OOBE with CTRl Shift F3
