Does anyone have the silent install switches for Microsoft Visio Viewer and Microsoft Organisation Chart Editor (MSOC2.exe)?

The Visio Viewer for 2003, if you extract does have an msi in it. Use WinRAR to extract and use the /quiet /norestart switch to install.

Chart Editor - sorry not tried.

More likely than not, the chart editor (if it is a new version) is also MSI based. Try what oioldman said, or one of the switches below:
/s
/S
/silent
/QB
/QN
