Microsoft started beta testing Office 11 last week, but early testers found the product will run only on Windows 2000 with Service Pack 3 or on Windows XP. Microsoft has not yet decided whether to update Office 11 to work with Windows 98, 98 Second Edition, Me or NT. The Redmond, Wash.-based company already dropped support for Windows 95 with the release of Office XP in May 2001.

I think that is the really only choice they have. They are not supporting the older OS anymore - and the new office will take advantage of features that are part of the newer OS. They will never be able to effect significant change if they keep having to support legacy crap like Win 98.
