I saw this on guide:

If you have a localized language version of Windows in your own language, then you probably can also delete:

LANG. This will free up approximately 99 MB (This may vary)

Well I have an ordinary english windows, with croatian keybard layout selected in winnt.sif.
So, can I delete LANG folder then or not?

Try testing it in VMWare or Virtual PC to get your answer...

Yeah, Create an iso of XP without the Languages and see if it works
