Internet Explorer Administration Kit can do all that for you.

In Win2k you can just run gpedit.msc (Group Policy) - navigate to "User Configuration" -> "Administrative Templates" -> "Windows Components" -> "Internet Explorer" -> "Toolbars"

Yes, but policy changes affect the whole PC and all users, if i remember correctly.
So, be careful with that option.
