None that i know of... I doubt there is...

to make fonts.. you need to hmm..
01. build them first (some image proggie or even draw them in paper)
02. you need to change them into vector format..
03. tada all set..
I tried finding a tutorial for ya on the net... but well .. they all suck..
a nice proggie to use would be

oh wait.. just found a generic How-To ...

Private Character Editor
You can use Private Character Editor to create unique letters and logos for your font library.
To open Private Character Editor click Start » click Run. In the Open box, type eudcedit.
