I installed the Unofficial December 2009 Q976098 Daylight Saving Time update but it did not automatically update my system time this morning after DST took effect. (?!?)

If you installed the DST fix before March 7, that was an older [buggy!] version, the INF would not have been installed properly [haven't found why yet].
In order to fix this, I had to revert to unattended REG file merging [from within an INF, and compiled into exe installer with MS Iexpress], so I posted the properly working fix on March 7 at my site.
Therefore I suggest you install the updated fix, and see if it works [I can't test it, I'm using a laptop "loaner", my PC is (still) broken].
To test this...
1. Revert your computer clock back to any date before March 14 2010 [when the DST change took effect].
2. Change your computer time back to the hour before the March 2010 DST change [1 hour backwards].
3. Install the DST fix (English OSes):

4. Change your date to the present day.
See if the DST change takes place (as it should).

Thank you for your long and thorough reply, MDGx. I was not aware that your DST update had been revised. I installed it back in January when you first released it and it worked normally on another Win98 system but not my laptop for some reason. I was also not aware of the old Microsoft Win98 TIMEDATE.CPL hotfix you referenced. I thought I had installed all older Microsoft Win98 updates but obviously not. Anyway, I installed your revised DST update along with the Microsoft hotfix and tested it using your procedure - everything works normally now. Thanks again and I hope you get your PC repaired soon!

I can also confirm the revised DST fix is working correctly now when the UK changed to DST this morning!

Time Zone DST Updates [ DST-9XME.EXE (English users) + DST_ITA.EXE (Italian users) ]:
Had to revert back to REG install, unfortunately INF install still broken, cuz INF probably too large for 9x OSes. :(
I'll (eventually, not worth actually) work on this someday... will have to divide the huge single INF into multiple smaller INFs.

I'm still in the process of diagnosing the problem but it strongly appears that the latest version 5.7.6002.22145 of Jscript.dll from KB975542 causes an error in Windows Media Player 9 (after installing your revised SCR579X update). WMP 9 now gives the following error message: "An internal application error has occurred."

Interestingly, WMP 9 worked fine with version 5.7.0.16535 of Jscript.dll after installing your previous version of SCR579X. I finally had to install JScript 5.6 via SCR569X to get WMP 9 to work again but I'm now getting some strange rectangular gray blocks in the video display for some reason. :angry:

On a related note, could you please update MP9URP9X to incorporate the revised wmp.dll and MPEG Layer-3 codecs from the recent KB979402 and KB977816 updates, respectively? Thanks!

@Fredledingue:
Coincidentally I was researching that myself recently while trying to figure out how to manually install the latest KB978262 ActiveX Kill Bits security update. Apparently it's a utility provided by Microsoft in WinXP and later to create an installer for various system files.

IExpress is a wizard designed to simplify creation of a setup program. It is a part of IEAK (Internet Explorer Administration Kit), see:

IEAK main components:
iexpress.exe is the main executable (compiler), and needs also [not necessarily the same versions/builds of] makecab.exe, wextract.exe and also W95INF16.DLL + W95INF32.DLL [especially if using advpack.dll wrapper/installer database DLL, usually present in all Win32 OSes in %windir%\system(32)]. Advpack.dll is also included with IEAK developer kit.
IEAK is a developer kit designed by Microsoft and freely distributed on their website [from way back, I believe MS IE 3.0 had the 1st edition they ever made] to create self-installing setup executables based on the INF(ormation) file model, and using Diamond SED source files.

FYI:
All my Microsoft-based + unofficial updates/installers are created using Iexpress.
All these updates/packs/enhancements are also compiled using iexpress: ME SP1+SP2, WMP9 updates, 98MP10, MDIE6CU, MDDACU, NUSB, and many others found at MSFN forums.
98SE SP2 2.x + 3.x (all editions) use a custom installer (infex) created by Gape:

Thanks MDGx. Like I said, I have not completely verified that the latest version 5.7.6002.22145 of Jscript.dll causes the WMP 9 errors but I strongly suspect it. I'll report back as soon as I get some definitive results.

I believe I have successfully updated wmp.dll to version 9.0.0.4508 from KB979402 by manually extracting it from the WinXP SP3 update file, replacing the existing version 9.0.0.4507 (from MP9URP9X), then running the following command to fix the WMP 9 error message saying it expected to find version 9.0.0.4507 of wmp.dll:

C:\Windows\Inf\unregmp2.exe /UpdateWMP

Similarly, I have also manually updated the MPEG Layer-3 codecs l3codeca.acm and l3codecx.ax from KB977816 (reference this MSFN thread) but I'm not quite sure how to test them yet.

Reverting back to the previous version of Jscript.dll (5.7.0.16535) or reinstalling JScript 5.6 (version 5.6.0.8837) via SCR569X fixes the error.

I also tried this command to reregister Jscript.dll (as suggested by several technical websites):

regsvr32 c:\windows\system\jscript.dll

but got the following error:

LoadLibrary("c:\windows\system\jscript.dll") failed.
GetLastError returns 0x0000001f


I was able to reregister the previous version 5.7.0.16535 of Jscript.dll by the way.

Since version 5.7.6002.22145 of Jscript.dll implements a critical security update, I will probably revert back to version 5.6.0.8837 which also implements the update.
