Create shortcut via. batch file

I don't know if this is the right category to place this topic, if not then place move it!

I would like my cleanup.cmd file to create a couple of shortcuts for me. Is this possible, and how?

Ex. I would like to create a shortcut for the following file:


to the following path:

C:\Documents and Settings\Administrator\Application Data\Microsoft\Internet Explorer\Quick Launch\
