can't you just open driver.cab in winrar and replace the .sys files?

Extract the cabinet, modify the content, then repackage it.

is there a prog with a nice gui and easy to use to extract cab, edit, and repackage? Are all cab created equal? What I mean by that the % of compression. And if so is there a properties to find the compression rate so it will be repackaged the same?

You can not to edit cab file directly. Use TUGZip, ZipGenius or WinHKi to extract files, edit your content and cab it back. Just remember, % of compressiom is different and usability too.
