You can all change the screen mode/resolution but XP will startup in the last mode chosen, regardless of who chose it.(See notes in screenshot below)You'd have to use another program and place it in the startup/shutdown sequence to set it differently for different users. You could setup the sequence issue with login scripts, I'm just not familiar with the program or command you'd have to run (commandline) to change the video mode.
