depends what you mean by similar forum. if you download a forum board, eg phpbb, invision powerboard, vbulletin and then find a free host that has php support. then just upload your board and configure it and away you go. a good host is www.funpic.org

funpic stinks, puffinhost is the best free hosting I ever tried
funpic: (for me) many mysql offtimes, no hotlinking, many ftp offtimes, only one sql database etc.
puffinhost: no offtimes on both mysql and ftp server, almost all php features enabled (unlike funpic), unlimited subdomains, unlimited sql databases, unlimited ftp accounts. and so on, site is here: www.puffinhost.com

To make a simmilar site as msfn I'd recommend MKPortal and phpBB.

edit 3 : I can't be registred in the american site, because I'm french, I must pass by the german

ah yeah!!! I don't have view this, you have said "itt's the best I've ever tried" and me I go directly in that
