I've heard that In LH 4008, the Sidebar can only be viewed at 800 x 600. Is this true, and if so, is it fixed in later builds?

I dont think that is true, I remeber using other resolutions in that build with no problems, maybe that whoever had that problem had a faulty install.

I'm running 4008 and I can view the sidebar just fine at 1024x768
