eyeball
your specs wont help a great deal if your startup entires are very cluttered and there are a lot of them. click on run and type msconfig and then click on the startup tab and look through that list and untick anything that you feel is uneccessary, also run Ccleaner on your pc to clean it up this should help it

Grake
Scan your computer with antivirus scanners. They always mess anything and everything they can get a hold of lol.3-4 min is outrageous even if you have so many programs that load up when started. Looks more like an outside job

Synapse
since it hasn't been answered here, CCleaner "Crap Cleaner" is a third party application. its an excellent freeware tool to clean up some of the "Crap" files like temporary internet files, internet cache, and so on.
