Some older machines don't have this (ACPI?) support.

edit: I found the versions of the files I was looking for in my W98seold folder, where they had been placed by SP2 before I installed Win98SE2ME, and simply copied them over from DOS. That seems to have fixed not only this problem, but also the one I described in this thread (no shutdown screen).
I would like say something about the adventures I had trying to install the update from MS. The download of the 469 KK file said it was "complete" after about 280 KBs, then installation was aborted with an error message. After repeating the download and trying a couple times, I tried another Googled link. I still got the smaller download but the installation seemed to work. The fact that the relevant files weren't updated makes me think that maybe they've been removed from the package.
Perhaps it's strange that I was having the problems with power management since I don't have a laptop or notebook. My motherboard is an Asus SP97v, which, according to what I've read, was the hottest selling motherboard around in the early part of 1998. There's nothing proprietary about it, unless it's the bios update that I did designed to enhance support for the AMD K62 Plus 500 cpu (which I'll actually install if I'm ever lucky enough to find one).
I would like to ask one more question: Is changing those files likely to have any overall effect on the performance of Win98SE2ME?

you should select to NOT keep the newer USER.EXE + USER32.DLL files, because SP installs the older 4.10.2231 builds [the ones designed specifically for 98 SE], and you need them in order to see the wait/shutdown logos.
In my experience USER*.* from WinME are faster.
