More info on your configuration, especially your drives??

could be a driver in config.sys causing it

From M$ MS-DOS Compatibility Mode Problems with PCI IDE Controllers

also found this Fix Hard Disks Running in MS-DOS Compatibility Mode
and here's about 1,040,000 more here
