Re-formated laptop and tried to re-install me from cd , however turns out cd is corrupt , is there anywhere i can doload it from to use with my existing activation key as i dont want to buy it again ?

MS will happily replace damaged (legit) media and ME doesn't require activation

Support for ME has been long discontinued, I doubt Microsoft even has any extra ME CDs they'll send you.
