Well, I guess that Microsoft choose not to implement certain functions for Win98se cause they need extra programming. That costs money and since nobody is buying win98 anymore it can't be earned back. Perhaps disappointing for us Win98se users but certainly not retarded!
All you can do is to choose a nice colorfull skin. It will help your grey problem, that color is indeed ugly!
I use the corporate skin. It's simple and nice blue

you can use the 9 series default skin (9SeriesD.wmz) in wmp9 on 98se in skin mode.
this skin has the darker blue XP coloring.
the only other difference internally between it and the 9x default one is the copyright info.
btw one of the best skins for wmp9 on 98se imo is this one -
http://theskinsfactory.com/sfadmin/files/W...r%20Edition.wmz
which has two colour modes, is 'official microsoft' and despite the name is aimed at 98se (xp gets the 'enhanced' version of this same skin)
a lot of wmp9 skins have some problems with transparency on 98se in my experience.
