is there a program for windows xp that will make a program twist down into the dock like in this picture?

Yeah.. I think ObjectDock or RocketDock does that... if it doesn't, try and find an addon... I've had it once before

rklauncher + effect

it takes a lot of resources, needs DX and nvidia card (buggy on ati cards)
