I read somewhere that there is a "cosmetic" bug in Windows 98SE after instaling either Unofficial Win98 SE Service Pack or Windows 98 Upgrade Pack.
I found out that it has to do with the user.exe and user32.dll files and now my question is
if someone knows a way to fix it without having to use the unpatched 4.10.2222 version files?

This is how it looks like:

Would be interesting what M$ changed in the files that this happens.

the cosmetic bug is resolved mostly by installing 98SE2ME with option 3 to replace the 98se Explorer & Shell GUI with the WinME version or by installing RPLite5 with Shell update option checked. MS kinda fixed it in WinME.

case closed :thumbup

also, install and run the Organic Art - Microsoft Edition screen saver which does "work around" the problem. get it here:
http://www.freesaver.com/organic.htm

the empty taskbar icons are cleared when running the Organic Art screen saver and then coming out of it.
