Use the shell32.res file in the .zip attached.
Also put reshacker in the same folder.
Put your shell32.dll file in the same folder and run the following command.
ResHacker.exe -addoverwrite shell32.dll, shell32.dll, shell32.res,,,
This adds the .bmp and modifies the Dialog in your shell32.dll.

ResHacker.exe -modify nusrmgr.cpl, nusrmgr.mod, my.gif, 23, USERS32.GIF,
(all files together in a temp directory)

Extract Resources
Edits All Resources
Manually insert to file
Deleted all Resources unmodified
Extract with RES Format File All MOdify Resources "Created automatically Tree Resources"
Created script with are Options
[FILENAMES]
Exe=file_location\filename_original.ext
SaveAs=file_location\filename_save.ext
[COMMANDS]
-addoverwrite Resources_created.RES,,,
or
-addoverwrite Resources_created.RES,LOCATION,,
LOCATION=23, ICONGROUP, BITMAP, STRINGTABLE, ETC.
SAVE with TXT FILE for Example SCR.TXT
Automatically process in command line: RESHACKER -SCRIPT SCR.TXT
