In adding a section break between my TOC and the body of the document I get an extra section break that I cannot see that shows up only when viewing the footer and telling me I am in section 3 of what should be section 2. This is screwing up my page numbering both for the TOC and the body of the document.

How can I find and delete/control where the section breaks happen if they are not visible?

change the view of your document from the current to normal view by clicking on one of the three icons on left bottom. you will be able to see where the section breaks are and delete them.
