Where can I find the inform about SetupUILanguage
for these setup otherthan en-us such as Chinese -Taiwan:

Thats fine but doesn't go into depth regarding timezones, to do with codes etc as the win xp setup manager did. I'm from Au & does not go into specifics?

Well, I don't have all in mind what you were able to set with XP Setup Manager. But under Microsoft-Windows-Shell-Setup TimeZone you can setup Timezones:
Use the following "Codes":
Example:

AUS Central Standard Time = (GMT+09:30) Darwin AUS Eastern Standard Time = (GMT+10:00) Canberra, Melbourne, Sydney Cen. Australia Standard Time = (GMT+09:30) Adelaide W. Australia Standard Time = (GMT+08:00) Perth
