I'm getting ready to download the most recent DirectX redistributable package. The file size is about 55 MB. I currently have directx_aug2006_redist.exe. Is there a smaller download that only includes the updates since August and/or is English only?

DX packs are cumulative : they contain the whole thing.
These bi-monthly updates are bigger not only because they are multinlingail but also because they contain some Dx10 parts.

Although not an answer to your question, I thought I'd mention this:
directx_oct2006_redist.exe - 55.5 MB (58,260,800 bytes)

Hi, anyone would tell me please what is the difference between these two versions of directx, because according to i read above in the description i must download dxwebsetup.exe but most of people say that we must download directx_dec2006_redist.exe.

DirectX End-User Runtime Web Installer
dxwebsetup.exe
Brief Description
December 2006
The Microsoft DirectX® End-User Runtime provides updates to 9.0c and previous versions of DirectX — the core Windows® technology that drives high-speed multimedia and games on the PC.

DirectX End-User Runtimes
directx_dec2006_redist.exe
Brief Description
December 2006
This download provides the DirectX end-user redistributable that developers can include with their product.

Thanks

Web setup downloads only the needed files from the internet and installs them; the full developer package can be used for integrating the latest version or, well, if you're actually a dev :P

If you want install DX9 on a system without Internet you must use the redistribuable package.
I think WebInstaller can be used silently but the pc must be on the net too.
