I used /Q:A/R:N to install multiple updates and sometimes it works by installing
all updates and sometimes it don't.Sometimes it reboot after certain updates.
Why does it flip-flop like this?

Not all updates are iexpress packages. /R:N works for iexpress packages only. Other packages require /norestart for example.

some of the unofficial patches MDGx create for Win98/ME automatically reboot the computer after installation. be aware of that.

Windows 2000, XP, Server 2003 and Vista updates are made by SFXCAB.EXE which use /norestart switch.
Windows 95/98/ME updates are IExpress/Wextract patches where you could use the /r:n switch to prevent them from restarting your computer.

You CAN use /Q switch on BOTH SFXCAB and IEXPRESS packages. I havent tested /Q:A on an SFXCAB package so I'm not sure if /Q:A works for SFXCAB
