For the Unattended Boot Cd for Windows 98se v4 that I'm working on, i've added the ability to choose your time zone before installing the OS. It's all done in DOS and i'm not really keen to include every single time zone there possibly is. The option screen is busy enough as it is...
I'd be interested to know if the list I have so far would be sufficient for most (if not all) the people that might want to use it.
1. I wanted to rename the 1st TZ update the way you suggested, but now that M$ released the new WA TZ update, each update needs to differentiate from the other by name, so I left in place the original names.

BTW:
All 4 unofficial updates install all TZ updates from similar INF files [1 for 9x + 1 for NTx OSes].
They also delete the obsolete 2006 Australian Comonwealth Games TZ update.

2) Can I delete all Dynamic DST values?
1. Those lines delete the obsolete 2006 Australian Commonwealth Games DST update.
The DST date + time was changed due to those Games only at that time, after which the "normal" DST date + time will be restored in April 2007, therefore these registry entries are not needed anymore after April 2006.
2. The Dynamic DST values are only for NTx OSes [NT4/2000/XP/2003/Vista].
They don't do anything in 9x OSes [95/98/ME].
