What is this for? I know it says it's used by antivirus programs and others, but what exactly are the programs that depend on File System Filter Manager?

Others never stumbled upon. Really good question.

Does it mean vLite requires it, vlite can't run without it?

It can run but the features it does require that manager so it will popup that it's missing and provide you with the install option.

I don't think so.

Minifilters are not used by anything ATM. But firewalls and antivirus should use them soon since they have a lot of advantages over normal drivers (user-mode, easier to write...)
