Depends on what brand, b/c iNTEL and AMD have also 35W CPUs...
So, if you compare the 65W against 85W I would sure pay a few bucks more; Less heat, les power (bill).
I used to have a cybercafé, so for me that would be 10(PCs)*20(Watt)*14(hours a day)*0.2(Max. Use of the CPU)*365(Year)=204.4kWh a year

Not that much but it helps... More important is your PSU and your VGA card, also the latest iNTEL chipsets are powerhungry...
