Can anybody help setting my location in WINNT.sif file ? all options does not change the location in regional settinh in Windows XP , it does only change the input langauge ,encoding language and time zone but the location .

Try with

This timezone is Paris GMT+1

No TapiLocation is for Dialing etc, use Regional Settings.
